Ombudsman Varol Criticizes Unauthorized Assignments in Healthcare Sector
Ombudsman İlkan Varol, addressing a report prepared in response to a petition from Güven Bengihan, President of the Turkish Cypriot Public Employees Union (KTAMS), regarding the workplace assignments and transfers of healthcare workers, stated, "There has been overstepping of authority in non-transfer assignments."
Varol highlighted that while Nurse Transfer Boards were conducted in accordance with regulations, assignments outside of transfers exceeded authorized limits.
Varol noted Bengihan's request for an investigation into recent assignments and transfers between healthcare institutions and districts, alleging their non-compliance with legal standards. According to information and documents obtained from the Ministry of Health, Varol clarified that changes in 2021 were carried out in two manners: transfers and non-transfer assignments.
Regarding non-transfer assignments, Varol criticized the involvement of the Ministry's Undersecretary and Director of Hospitals, stating such assignments should fall under the jurisdiction of the Minister, not their subordinates. He emphasized that these actions constituted a clear overstepping of authority by the Undersecretary and the Director, emphasizing the need for compliance with legal frameworks in such matters.
