Manavaoğlu: "This Country Cannot Transition to a Proper Presidential System"

Speaking about the election for Parliament Speaker, Manavaoğlu emphasized that the internal regulations and the political system are open to much debate, stating, “The internal regulations need to be prepared as if explaining to a novice.”

Arguing that the country cannot adopt a functioning presidential system, Manavaoğlu proposed, “We need an interim solution, not a direct presidential system, but rather an adjustment of the parliamentary system and a system for appointing technocratic ministers.”

Necessary Reforms Before the Presidential System

Before discussing the presidential system, Manavaoğlu highlighted several key reforms that should take place, including changes to the Public Employees Law, ensuring appointments based on merit, and the removal of appointments via the three-member decree. Additionally, she called for the implementation of e-government and accurate population data.

Speaking on the television program Gündem on Kıbrıs Postası TV, Manavaoğlu commented on the timing of the Parliament Speaker election, calling it unfortunate that it coincided with the UBP Congress.

"CTP Should Have Opened Parliament"

Manavaoğlu pointed out that the Parliament Speaker election was a result of internal conflicts within UBP and criticized the opposition for a strategic mistake. She argued, “CTP should have opened Parliament. They wouldn’t have been able to elect anyone anyway, let them fight amongst themselves.”

"Repeating Ziya Öztürkler’s Final Round Would Fix the Issue"

Manavaoğlu suggested that the solution to the speaker election issue would be a repeat of Ziya Öztürkler’s final voting round, stating that neither the Attorney General’s Office nor the High Court would provide an opinion on the matter.

Manavaoğlu Criticizes UBP and CTP

Manavaoğlu concluded by saying that the main problem lies within UBP and that this issue cannot be resolved, noting that “the base and the leadership are not aligned.” She also criticized CTP for exaggerating certain matters, particularly the delay in electing the Parliament Speaker, urging them not to make the public lose further trust in politics.
