During the hearing, the police officer presenting the case stated that the incident took place in January 2025 in Alayköy.

According to the police, the suspect forged an official preliminary work permit document from the Ministry of Labor for $1,200 and sent the forged document via the IMO messaging app to Gulhumar Kylycheva in Turkmenistan. The document was reportedly prepared for an individual identified as İhtiyar, a resident of Famagusta, and was arranged through Rahim Gaybilleye, Bazimavic Zamira Hallyyekuva, and Didar Serdarov.

On February 7, 2025, Kylycheva attempted to enter the TRNC through Ercan Airport and was encouraged to present the forged document to an immigration officer.

Police reported that the suspects were arrested the same day. While Kylycheva was sent to prison, two other suspects remain in police custody.

Further investigations linked Cemre Nur Doğan to an operation allegedly arranging TRNC citizenship, work permits, and preliminary approvals in exchange for money. The police also stated that Doğan's brother, Şükrü Doğan, who resides in İskenderun, Turkey, may be involved in the scheme.

Noting that the investigation is still ongoing and that other individuals may be involved, police requested that the suspect remain in custody. Judge Nuray Necdet approved the request, ordering Doğan to be held for three more days.
