Revised School Disciplinary Regulation Revealed

The revised version of the controversial and previously withdrawn School Disciplinary Regulation has been made public. According to the new draft, the fundamental principles regarding student dress codes will be determined by individual school administrations, but must comply with key national guidelines.

The updated regulation outlines several core principles to ensure fairness and respect for individual rights:

Religious beliefs must be respected, and clothing choices based on faith will be permitted.

No discrimination will be tolerated based on clothing within the educational environment.
Specific Guidelines for Secondary and High Schools
For secondary schools, students will be required to wear uniforms determined by the school administration. However, parents may apply to the Ministry of Education to request permission for their child to wear alternative clothing due to religious beliefs. If the Ministry concludes that the student's choice is made consciously and voluntarily, certain clothing items that do not fully cover the school uniform will be permitted.
High school students will also be obligated to wear the designated school uniform, but will be allowed to wear additional garments based on religious convictions, provided these items do not entirely conceal the uniform.
Details such as the colour, shape, size, and design of permitted garments will be regulated through ministerial circulars to ensure consistency with school uniforms.
In particular, dress code regulations for students at Hala Sultan Theology College will be determined by the Ministry of Education based on proposals from the school’s administration.
Transition Period
A provisional clause in the regulation states that the new rules will come into effect immediately upon publication in the Official Gazette. From that date forward, all students and school administrations will be required to comply with the updated dress code policies.
