Convicted Fraudster in Russia Arrested in TRNC

Alexander Delis, who was convicted of fraud in Russia, has been arrested in the Turkish Republic of Northern Cyprus (TRNC), where he is now awaiting extradition. A court has ordered that he be held in prison for up to 30 days while extradition procedures are completed.

Police officer Umut Beyazlar presented the facts of the case in court, stating that according to a letter received from the Police General Directorate on 22 April 2025, Delis, born in Kazakhstan, had been involved in fraud-related offences in Russia between 3 December 2012 and 16 October 2017.

Beyazlar said that Delis was sentenced to 10 years in prison by the Nizhny Novgorod City Court and that a warrant was issued for his arrest. The letter also stated that Delis entered the TRNC on 26 September 2017.

According to the police, Turkish judicial authorities formally requested Delis’s extradition to Turkey under the bilateral treaty on the extradition of criminals. He was arrested on 25 April in Kyrenia.

Judge Nuray Necdet, after reviewing the testimony presented, ordered that Delis be held in prison for a period not exceeding 30 days while extradition arrangements are finalised.
