Holguin Reappointed as UN Secretary-General’s Personal Envoy on Cyprus

United Nations Secretary-General Antonio Guterres has reappointed Maria Angela Holguin Cuellar as his Personal Envoy on Cyprus. The announcement, made by the UN, comes approximately six weeks after the informal expanded-format meeting held in Geneva on March 17–18.

Holguin, who previously served in the same role between January and July 2024, had engaged with both sides on the island but concluded that there was no common ground to initiate formal negotiations. Guterres has now asked her to resume contact with the parties involved and provide him with recommendations on the way forward regarding the Cyprus issue.

A seasoned diplomat, Holguin served as Colombia’s Minister of Foreign Affairs from 2010 to 2018. She also played a key role as the Colombian President’s delegate during the 2015–2016 Havana Peace Talks. Her diplomatic résumé includes positions such as Colombia’s Permanent Representative to the UN, Ambassador to Venezuela, and Deputy Foreign Minister.

In addition to her native Spanish, Holguin speaks English and French.
