Fraud Convict Caught in TRNC, Extradition Underway

Alexander Delis, convicted of fraud in Russia and later located and arrested in the Turkish Republic of Northern Cyprus (TRNC), has been brought back before the court after delays in the completion of extradition procedures.

Police officer Umut Beyazlar presented the case to the court. According to Beyazlar, a letter received from the General Directorate of Police on 22 April 2025 indicated that Alexander Delis, born in Kazakhstan, had been involved in fraud offences committed between 3 December 2012 and 16 October 2017 in Russia. The letter further stated that Delis had been sentenced to ten years in prison by the Nizhny Novgorod City Court and that a warrant had been issued for his arrest to serve his sentence.
The letter also noted that Delis entered the TRNC on 26 September 2017. Beyazlar explained that Turkish judicial authorities had officially requested Delis's extradition to Turkey under the Extradition of Criminals Law in effect between the two countries.
Delis was arrested in Kyrenia on 25 April and initially remanded in custody for up to 30 days to allow time for the extradition procedures to be completed.
With the process still ongoing, the police requested an additional 20-day detention period. Evaluating the testimony, Judge Nuray Necdet ruled that the suspect be remanded in custody for no more than 20 additional days.
