Finance Minister Berova: 14-15 of the Over 34 Gambling Licences Issued During CTP Administration

Finance Minister Özdemir Berova criticised statements regarding the Unified Games of Chance (Amendment) Law, highlighting that 14 to 15 of the existing more than 34 licences were issued during the Republican Turkish Party (CTP) administration. Speaking at the General Assembly of the Republic’s Parliament, Berova said there was a lack of awareness about this fact.

Berova noted attempts to create a different perception about casino licences, emphasizing that casinos would not consist of a single building but would be part of five-star facilities.

Responding to criticism of "unlimited" licences for projects that have been approved or are in the pre-licensing application stage, Berova said these facilities are subject to a 650,000 euro fee, double the usual guarantee deposit, a requirement to begin operations within nine months, and final approval after five years.

He also pointed out that a five-star facility requires an investment of 200 million dollars, while a hotel with 750 beds would need 40 acres of land and an investment of 300 million dollars.

Regarding statements made by MP Barçın about employment in the Security Forces Command, Berova dismissed them as mere allegations and said he would not respond but had taken note of the issue.

Berova further referenced CTP MP Erkut Şahali’s remarks in the relevant committee, recorded in the minutes, which stressed the need to work on regulations under responsible gambling policies to allow TRNC citizens to enter casinos under certain conditions.

On the proposed extension of operating licences from three to ten years, Berova rejected claims that the change would reduce oversight, affirming that annual inspections, including tax audits and measures to address vulnerabilities, would continue regularly under the licensing obligations for gaming halls.
