268 Shelters in the TRNC, Civil Defence Announces Drill in Famagusta

The Civil Defence Organization has announced that there are a total of 268 shelters across the Turkish Republic of Northern Cyprus (TRNC), with a combined capacity of around 200,000 people. However, it also revealed that the Shelter Fund, which previously financed the construction and maintenance of these facilities, was dissolved in 2014, with contributions redirected to the Ministry of Finance.

In a public statement issued amid growing regional tensions—particularly between Israel and Iran—the Civil Defence emphasized that there is no direct threat to the TRNC at present. Nonetheless, it stressed the importance of preparedness and public awareness.

According to the statement, the TRNC is home to 10 public and 258 private shelters. Additionally, large hotels and buildings with substantial basement spaces have been incorporated into emergency shelter plans.

Shelter Fund Dissolved in 2014

The Shelter Fund, established by Law No. 44/2000, was used until 2014 to finance the construction of public buildings in Nicosia and Famagusta and to upgrade the national siren system. On 17 February 2014, the fund was dissolved. Its revenues were transferred to the state budget under categories labeled “Liquidated Fund Revenues” and later “Shelter Contribution Revenues,” effectively ending Civil Defence’s direct access to these funds.

Drill Scheduled for 25 June in Famagusta

A regional emergency drill is scheduled to take place in Famagusta on Wednesday, 25 June 2025. During the drill, both shelter facilities and siren systems will be activated. Citizens are advised to learn the location of the nearest designated assembly points via the official Civil Defence website: www.sivilsavunma.gov.ct.tr. Those who gather at designated points will be directed to the nearest shelters by Civil Defence personnel and volunteers.

Emergency Broadcast and Public Information

In case of an emergency, official updates and instructions will be broadcast on Radyo Vatan, Radyo Nihavent, and Radyo Türkü. Additional announcements will be made through the national siren system, mosque loudspeakers, and the Civil Defence Organization’s official social media channels.

Call for Personal Preparedness

Citizens are also encouraged to create temporary shelter areas within their homes and prepare emergency bags containing essential items such as water, a first aid kit, a radio, and basic food supplies.

The Civil Defence Organization reiterated that while there is currently no direct threat to the country, the measures being implemented are aimed at ensuring the public is informed and prepared for any scenario.
