PM Üstel: 21 Billion TL Protocol Is a Development Plan Centered on the People

Prime Minister Ünal Üstel stated that the 21 billion TL cooperation protocol signed during Turkish Vice President Cevdet Yılmaz’s one-day visit to the island is not merely a financial support agreement but a visionary development plan centered on the people.

Üstel also condemned recent actions by the Greek Cypriot administration, accusing it of turning the region into a powder keg, and reaffirmed the continuation of the two-state solution vision pursued in cooperation with Turkey.
During a joint press conference with Yılmaz, Üstel emphasized the progress in bilateral relations since his government took office, stating that ties with Turkey may have reached a historic high point.
“A People-Centered Vision Preparing TRNC for the Future”
Thanking Yılmaz for his support and contributions, Üstel said the newly signed protocol allocates approximately 21 billion TL in funding. He described it as more than just a financial arrangement—calling it a comprehensive development plan aimed at preparing the Turkish Republic of Northern Cyprus (TRNC) for the future, with the people at its heart.
Üstel highlighted that the TRNC has entered a phase of engaging more with the international community, and said reaching global standards by 2026–2027 would require completing infrastructure projects and preparing the country accordingly.
He underlined the importance of the planned electricity interconnection line with Turkey, describing it as a critical step toward ensuring energy security.
Üstel stated that the protocol would finance a broad range of initiatives including digital transformation, e-government services, R&D and entrepreneurship support for youth, social housing projects, and incentive programs for women.

Emphasizing that the visit was not solely focused on financial matters, Üstel said the trip also reaffirmed the ongoing commitment to the two-state solution framework between Turkey and the TRNC. He described the relationship as not only strategic and financial, but vital and deeply rooted in shared history.
Üstel criticized the Greek Cypriot administration for opening its ports to various countries, including the United States and France, claiming such actions are destabilizing the region. He also condemned measures taken against Turkish Cypriot businesspeople and attempts to undermine the tourism sector.
“They forget one important fact,” Üstel concluded. “Behind the TRNC stand our homeland Turkey, President Recep Tayyip Erdoğan, and Vice President Cevdet Yılmaz.”
