Police Warns: Electric Scooter Riders Must Comply With Legal Regulations

Police have reiterated that inspections are ongoing to ensure electric scooter riders comply with traffic regulations, amid rising usage of the vehicles on public roads. In an official statement, authorities reminded the public of key legal provisions such as the prohibition of use by individuals under 18, the obligation to use bicycle lanes, and adherence to speed limits.

The statement emphasized the importance of public awareness and proper enforcement to ensure road safety for all. According to amendments to the Motor Vehicles and Road Traffic Regulations (A.E.99/1974) enacted on October 26, 2022, an electric scooter is defined as a vehicle that:

  • Does not exceed 30 km/h

  • Has a motor power below 351 watts

  • Is designed for standing use

  • Is equipped with a braking system

  • Has a white front light illuminating at least 20 meters

  • Has a red rear light and reflector

  • Has a horn or similar device audible from 30 meters

Devices that exceed these specifications—such as mopeds, motorcycles, or motorized tricycles—are classified as motor vehicles and require a valid driving license. Use of scooters that do not meet legal criteria is considered an offense and will result in legal action.

Key Rules for Electric Scooter Use:

  • Minimum Age: Riders must be 18 years or older.

  • Road Restrictions: Riding is prohibited on intercity highways or roads where speed limits exceed 50 km/h.

  • Bike Lanes: Where available, scooters must use designated bike lanes. In their absence, riders may use the far-left side of the road if it does not compromise safety.

  • Passenger Prohibition: Only one rider per scooter is allowed.

  • Cargo Restrictions: Only backpacks or items that can be worn may be carried.

  • No Side-by-Side Riding: Riding side-by-side on motor vehicle roads is forbidden.

  • Sidewalk Ban: Scooters are not permitted on sidewalks.

  • No Towing or Holding On: Holding onto or being towed by another vehicle is illegal.

  • Two Hands Required: Riders must keep both hands on the handlebars.

  • No Tricks: Performing stunts or acrobatic maneuvers is prohibited.

Police also noted that not all scooter models available on the market are road-legal and warned that improper use can endanger both riders and other road users. They emphasized that scooter import and sales are not regulated by intended use, creating further risks.

Authorities concluded by affirming that inspections will continue with determination and urged all riders to adhere to traffic laws to help prevent accidents.
