Germany Launches Biggest Military Recruitment Drive Since Cold War Era

Germany’s cabinet has approved legislation introducing a new military service model aimed at increasing troop numbers from 180,000 to 260,000 by the early 2030s, the country’s Defence Minister Boris Pistorius announced on Wednesday.

The proposal, developed against the backdrop of Russia’s invasion of Ukraine, establishes a largely voluntary system whilst introducing mandatory surveys for men to assess their willingness to serve. The government seeks to strengthen defensive capabilities without amending Germany’s Basic Law.

“The goal of the New Military Service is to contribute to strengthening the reserve — that is, increasing the number of available reservists — and to strengthening the active troops, especially among the enlisted personnel,” the Defence Ministry stated.

New service model targets 260,000 soldiers by 2030s

Under the proposed legislation, men will receive mandatory questionnaires after turning 18, delivered by letter containing a QR code linking to an online survey. Women and other genders may participate voluntarily, as they are not subject to conscription under German law.

The target increase to 260,000 soldiers aligns with new NATO force requirements, Pistorius said. Currently, no plans exist to reinstate compulsory military service, which Germany suspended in 2011.

“From today’s perspective, I am confident that we will initially achieve the numbers we need,” Chancellor Friedrich Merz said following cabinet approval.

Protesters block Cologne recruitment office

The announcement coincided with protests at a military recruitment office in Cologne, highlighting domestic opposition to expanded military recruitment efforts.

Merz characterised Russia as “the greatest threat to Europe’s security for a long time to come,” emphasising the security rationale behind the military expansion plans.

Parliament will now debate the legislation, with lawmakers expected to propose amendments before final approval. The Defence Ministry said German security “could not be taken for granted” and cited providing young people opportunities to serve Germany as another objective.
