Tatar Calls for Legal Reform After Handcuff Incident in Court

President Ersin Tatar issued a written statement regarding the handcuffing of lawyer Murat Metin Hakkı during his court appearance, noting that the practice caused legitimate public concern and emphasizing the need for immediate legislative changes.

“Presumption of Innocence Must Be Respected”

Tatar highlighted the principle of the presumption of innocence, stating, “Everyone must be considered innocent until proven guilty. Handcuffs should not be used except in cases explicitly mandated by law, which is also the expectation of our people.”

“Reputation of the State and Police Is at Stake”

Recalling that former Speaker of Parliament and Prime Minister Sibel Siber had a similar experience, Tatar said, “These images harm the reputation of our Police Force and State, which work diligently to ensure security and public order, and are inconsistent with our understanding of the rule of law.”

“Clear and Transparent Rules Must Be Established”

The President stressed that the legal framework regarding the use of handcuffs for individuals appearing in court should be revised, adding, “A system based on clear, transparent, and stable rules that balances public order with individual rights and freedoms must be established immediately.”

“Will Strengthen Public Confidence in Justice”

Tatar underlined the importance of the proposed legal reform, noting, “Such a step will not only serve as a tangible demonstration of the rule of law and respect for human rights but also reinforce public confidence in our justice system.”
