High Administrative Court Halts Appointment of 148 Notaries

The appointments made just before the election ban were suspended following a request by the Cyprus Turkish Notaries Association (KTTMD). The court instructed the Ministry of Finance not to hand over certificates and seals to the appointees.

The 148 notary appointments had been made by the Council of Ministers shortly before the election restrictions came into effect. In its decision dated October 6, 2025 (Case No. YİM:159/2025), the High Administrative Court ruled to suspend the implementation of the “Appointment to Notary Public” decision dated August 22, 2025 (Decision No. Ü(K-I) 1851/2025).

The KTTMD submitted the request through its lawyer, Timur İkbal, and the court acted to prevent the appointments from taking effect. Following the ruling, the Ministry of Finance was instructed not to deliver notary certificates and seals to the individuals listed in the appointments.
